The Cagayan Economic Zone Authority (CEZA) is a government owned and controlled corporation that was created by virtue of Republic Act 7922, otherwise known as the “Cagayan Special Economic Zone Act of 1995″. It was authored by Senator Juan Ponce Enrile, a native of Cagayan Province, and approved by then President Fidel V. Ramos. It has been tasked to manage and supervise the development of the Cagayan Special Economic Zone and Freeport (CSEZFP).

What is CEZA?

Yes, one hundred percent (100%) foreign equity may be allowed in all areas of investments at CEZA under the Foreign Investment Act (FIA) of RA 7042 except those included in the Regular Foreign Investment Negative List (FINL) and other laws which restrict foreign ownership or equity.
Who can invest with CEZA?
Any person, firm, association, partnership, corporation or any form of business organization, regardless of nationality, control and/or ownership of the capital may apply for a registration as a CEZA Enterprise in any area of economic activity, except only as is specifically limited by the Constitution, shall formally file its application (new or renewal) to CEZA.
