CEZA is an Economic Zone with the power to issue fiscal incentives to locators. It is also Gaming Authority that acts as Regulator of the gaming jurisdiction, with the power to license Interactive Gaming and Landbased Gaming activities without needing to secure prior license or approval from PAGCOR.

CEZA’s Master Licensors act as the marketing and technical arms of the Regulator, and assist the Regulator in monitoring the activities of foreign online gaming companies.

Being the pioneering gaming jurisdiction in Asia, Cagayan Freeport has been internationally recognized as one of the top, reputable interactive gaming jurisdictions in the world. Capitalizing on its state of the art infrastructure and a highly rated telecommunications network, this industry will be further developed with the planned 10-hectare cyberpark to house the Business Process Outsourcing (BPO) Operators in the Cagayan Freeport.

Foreign companies can hold interactive gaming activities, including sports Betting, Telebetting, E-casino, and Random Number Games (RNGs).

To help realize this goal, CEZA’s regulatory role is guided by the following principles, which are akin to those of internationally recognized gaming regulatory manuals:

Ensure a level playing field among industry proponents;
Maintain an orderly and predictable regulatory environment;
Enforce license terms and conditions;
Promote fairness and integrity in the conduct of games;
Provide an underlying platform for responsible gambling;
Disallow access to gaming platforms by minors and financially vulnerable persons; and,
Prevent licensed gaming venues from being used for illegal activities.

Landbased Technology

The Cagayan Freeport Zone is the first and only regulated interactive gaming jurisdiction in Asia and has earned worldwide recognition. CEZA, which manages the Freeport Zone, is expanding business and investment opportunities within the CSEZF to include land-based casino as integral component of tourism and integrated resorts development framework.

Capitalizing on its strategic location as the nearest and most accessible destination in relation to the developed and emerging economies of East Asia and Southeast Asia, CEZA aims to complement its interactive gaming distinction by making its land-based casino gaming as among the best in Asia and the world.
