The conduct of FMV aims to assess the status and identify problems/issues of the infrastructure projects of the member-agencies of the RDC like CEZA.
Four (4) out of the eleven projects of CEZA, namely the CEZA Commercial Building, CEZA Seawall, San Vicente Causeway and Wharf, and the Two Hectare Sanitary Landfill, have already been completed while the remaining eight (8) are on their way to completion.
Mr. Leonardo C. Cruz, Head Technical Assistant and OIC of CEZA Cagayan Office, led the project briefing conducted in the CEZA Corporate Center. On the same occasion, he thanked RPMC for their assistance and the CEZA Engineering Division led by Engr. Julian Jovy B. Gonzales, Engineer V, for facilitating the completion of the projects.
Moreover, Mr. Cir Rodney C. Cacatian, CEZA Department Manager for Management Services, gave an overview of the projects through a presentation comprising the status and important details regarding the completion of the said projects.
Mr. Cacatian emphasized that CEZA will continue shaping the Cagayan Special Economic Zone and Freeport (CSEZFP) with state-of-the-art infrastructures and facilities.
Engr. Ronilo H. Bulseco, RPMC Secretary and Chief, Planning and Monitoring Evaluation Division of the National Economic Development Authority Region 02 (NEDA-RO2), said that he was elated with the big-ticket projects of CEZA and hopes for continuous development in the CSEZFP.
Mr. Oliver Baccay, member of the RPMC and Assistant Regional Director of Philippine Information Agency Region 02 (PIA RO2), lauded the project report of CEZA and expressed that he is looking forward to the development in the area.
“You were very honest in your report. Walang pagtatakip, walang
kasinungalingan; kung ano’ng ipinasa niyo sa report, yun ang Nakita namin sa status ng projects. We are thankful of CEZA for drawing the Santa Ana in the global map.”, said ARD Baccay during the closing activity of the FMV.
HTA Cruz ensured the sustainability of the development in CEZA as he discussed their marketing strategies and undertakings to attract more local and international investments. “We are not here just to create revenues; rather to help the communities in uplifting their lives,” said HTA Cruz.
In addition, Mr. Ralph Iloy, Division Manager, Port Management Division, discussed that the establishment of warehouses, offices, development of the facilities and laydown area, and retrofitting of pier are set to maximize the potential of the Port Irene to be the primary source of its revenues.
Meanwhile, the CEZA Corporate Center and the CEZA Commercial Center, which are both located in the CEZA Business District and part of the Build Build Build Program of President Rodrigo Roa Duterte are set to be inaugurated before his term ends.
In addition, a medical center is proposed to be established in the CEZA Business District to cater the patients in Santa Ana and its nearby towns.

John Marlo Pascual from Department of Interior and Local Government Region 02 (DILG-RO2), Mr. Jojit Cambri, Ms. Nina Ruzel Paggao, and Ms. Charina Mae Rueco from Department of Budget and Management Region 02 (DBM-RO2).
