The Cagayan Economic Zone Authority (CEZA) under its Financial Technology Solutions and Offshore Virtual Currency Business Rules and Regulations (CEZA-FTSOVCBRR), approved by its Board of Directors on March 16, 2018 with Board Resolution No. 03-006-18, has the authority to regulate, license, and propagate Offshore Fintech Solutions Enterprises as well as Offshore Virtual Currency Exchanges.

In relation to the promulgation of the CEZA-FTSOVCBRR, the following provisional licenses were issued as of October 12, 2018:

1.) Seventeen (17) Provisional Principal Licenses to conduct offshore financial technology solutions business activities and offshore virtual currency exchange activities;

2.) Two (2) Provisional Regular Licenses to conduct offshore virtual currency exchange activities.
