The Cagayan Economic Zone Authority (CEZA), M1 Worldwide Philippine, Inc. and Global Intellectual Capital (GIC) have agreed and signed a Memorandum of Understanding (MOU) on March 12, 2018 at the CEZA Pasig City Office to develop a 105-hectare Halal Hub food processing plant, a two-hectare 25-storey hotel and a four-storey seaside hotel with duty-free mall at the Cagayan Freeport.

The MOU was signed by Sec. Raul L. Lambino, CEZA Administrator and CEO; Mr. Muhammad Aminuddin Abdullah II, M1 Worldwide Phils., Inc. CEO; and Mr. Tan Peng Kwan, GIC Group of Companies CEO. Also present to witness the MOU signing were Mr. Raymundo Roquero, CEZA
