The Cagayan Economic Zone Authority (CEZA) through the Community Development Division identified Buwacag Falls as a potential tourist attraction in Sta. Ana to attain the fundamental objective of bringing social, economic, environmental benefits to the community by adopting the Community-Based Sustainable Tourism (CBST) approach.

The Buwacag Eco-Tourism Project was successfully launched on April 11, 2019 in partnership with the officials of Barangay Sta. Clara, Local Government Unit of Sta. Ana, Department of Tourism (DOT) and Department of Environment and Natural Resources (DENR).

The Buwacag Eco-Tourism Association (BETA), with 66 members, handles the management of the various activities in the said tourism destination by implementing policies and standards to give quality service to tourist at the same time to protect and preserve the natural condition of the area. The association is registered to Department of Labor and Employment (DOLE) as an association. Certificate of Registration received on April 10, 2019.

CEZA have extended the necessary support to BETA to establish and implement the project by providing capacity building, seminars and trainings. Tour guides were trained and received their license as nature guides after they completed the training and have been accredited by the Department of Tourism. From the date of launching until month of November of the same year, they have recorded a total of 4,090 tourists (mostly local, some few foreigners) and have recorded a gross income of P 175,252. Activities offered to tourists are romancing the stones while hiking, swimming and forest bathing.
