Getting to Know Dr. Perla C. Tumaliuan:
The Treasured Pearl of CEZA

Dr. Tumaliuan is a woman you can truly depend on; she has consistently shown up and offered her help whenever her constituents are in need.

The beauty of a pearl is hard to ignore. Beyond its lustrous elegance, it carries profound metaphysical meanings of purity, strength, resilience, and empowerment – qualities that also describe Dr. Perla C. Tumaliuan, making her a treasured asset of the Cagayan Economic Zone Authority (CEZA).

As CEZA’s Deputy Administrator for Support Services, Dr. Tumaliuan embodies servant leadership. Her impressive career is marked by the purity of her untarnished service, the strength of her extensive education and training, the resilience to adapt and confront challenges, and a sense of empowerment that inspires her fellow public servants and constituents. Like a pearl, which forms its hard, glistening shell over time as a natural defense, Dr. Tumaliuan’s three decades in politics and governance have shaped her into a resilient and valued leader at CEZA.

Her government journey began in 1993, starting as a young Sangguniang Kabataan leader and eventually becoming a System Administrator until 2006. Her rise continued as she served three consecutive terms as a City Councilor of Tuguegarao City from 2007 to 2016. During this time, she garnered numerous accolades, including being a consistent recipient of the “Outstanding Councilor of Cagayan Valley Province” award by the Philippine Councilors League in 2008, 2011, 2012, 2014, and 2015. She was also recognized as the “Most Outstanding Woman of Tuguegarao City” in 2011 by the Women’s Club of Tuguegarao City and received the “Outstanding Cagayan (Iddu Award)” in 2014 from the Philippine Information Agency and the Provincial Government of Cagayan.

Under Dr. Tumaliuan’s leadership, the 204th Maneuver Company Advisory Council was awarded the Silver Eagle Award on April 30, 2019, for its exceptional commitment to the effective implementation of the PNP P.A.T.R.O.L. Plan 2020. Additionally, on March 22, 2021, the Council was recognized as the Best Company Advisory Council for 2020.

These experiences and accomplishments are complemented by Dr. Tumaliuan’s extensive educational background and ongoing training, which she views as crucial to her growth as a high-performing leader. After earning a Bachelor’s degree in Computer Science, she pursued a Master’s degree in Public Administration. She also became an international scholar of the U.S. State Department, specializing in Transparency and Accountability in Local Governance in Washington, D.C., USA. Additionally, she was a scholar in Leadership and Development Management at the Asian Institute of Management (AIM) and completed short courses in Development Legislation and Enhancement at the University of the Philippines National College of Public Administration and Governance (UP-NCPAG) and Gender Responsive Legislation at the UP Law Center, among others.

DA Tumaliuan earned her doctorate in Public Administration on June 7, 2024.

On June 7, 2023, Dr. Perla Tumaliuan was appointed as CEZA’s Deputy Administrator for Support Services. This new role inspired her to complete her doctorate in Public Administration. Motivated by a desire to work efficiently and contribute meaningfully, she chose to write her dissertation on “Exploring the Role of CEZA in the Economic Growth of the Cagayan Valley Region.” For her, this was more than just an academic requirement; it was an opportunity to enhance CEZA’s services and offer policy recommendations to help the Authority fulfill its vision for the region and the nation.

When asked about her leadership style, Dr. Tumaliuan expressed gratitude for working with CEZA’s Chief Executive Officer, Sec. Katrina Ponce-Enrile. “I’ve learned, and continue to learn, so much from her. She has allowed me to thrive as CEZA’s Deputy Administrator. My success is a reflection of her leadership,” she explained.

Dr. Tumaliuan reaffirmed her dedication to making a positive impact through her work at CEZA. “I want to make sure that the work I do in CEZA is something that will benefit many people, and that my family and Cagayan Valley can be proud of what i accomplish,” she stated. Since her appointment as DA, she has worked tirelessly with Sec. Enrile to advance CEZA’s mandate both locally and internationally, focusing on streamlining processes and enhancing CEZA’s resources to establish it as a world-class economic zone.

Indeed, Dr. Tumaliuan is a true gem—a leader admired for her exceptional qualities and credentials. Like a pearl that shines brighter with time, her distinguished career as a servant leader continues to illuminate the path forward for the Cagayan Freeport and beyond.
