Gateway To The Pacific

Lal-lo Airport, also known as Cagayan North International Airport (IATA: LLC, ICAO: RPLH), is located in Barangay Dagupan, Lal-lo, Cagayan, and accessible via the Magapit–Santa Teresita Road. Built to support the Cagayan Special Economic Zone and Freeport (CSEZFP) in Sta. Ana, Cagayan, the airport works in tandem with Port Irene to handle seaborne traffic. It currently serves non-scheduled flights and has accommodated both U.S. and Philippine military forces during Balikatan exercises and other joint military events.

Lal-lo Airport is owned and operated by the Cagayan Premium Ventures Development Corporation (CPVDC), under a 50-year joint venture between the Cagayan Economic Zone Authority (CEZA) and the Cagayan Land Property Development Corporation (CLPDC). Strategically located, the airport is envisioned as the international gateway of Northeast Luzon, often referred to as the “Gateway to the Pacific.” It aims to serve domestic flights from Manila to towns in Northern Cagayan and nearby provinces, reducing travel time from Tuguegarao Airport by at least two hours. Moreover, Lal-lo’s proximity to neighboring Asian countries further boosts its potential.

In anticipation of increased business and tourism activity in Cagayan, Lal-lo Airport plans to resume local and international flights by the end of the year. To meet these demands, management is working on enhancing airport terminals and facilities to accommodate more travelers.

The U.S. Military has identified Lal-lo Airport as one of four new sites under the Enhanced Defense Cooperation Agreement (EDCA), granting access for joint training with the Philippine Armed Forces and enabling quicker responses to natural disasters. It is expected that the U.S. Department of Defense will collaborate with the Philippine Department of National Defense to modernize these new locations.

CPVDC CEO and CEZA Administrator, Secretary Katrina Ponce Enrile, has been actively coordinating with airport management to ensure the continuous improvement of services at Lal-lo Airport.
